ENSV-FVI, International Cooperation Operator of MASA for Veterinary Public Health

The multiplication of health crises, combined with the globalization of animal trade and commerce in animal products, creates major challenges in terms of public health and the economy. In this context, States must strengthen their control of animal health constraints and contribute to the improvement of global health governance.

In response to these needs, the International Actions Department of ENSV-FVI plays a key role. As an operator of the Ministry of Agriculture and Food Sovereignty (MASA) in the field of international veterinary public health (VPH), it serves as the primary instrument for implementing MASA’s Europe and International Strategy in this specific area.

ENSV-FVI provides expertise in project management (design, implementation, monitoring and evaluation) and training engineering to lead a diversified portfolio of international activities.

Its missions are structured around four main areas :

  • Develop and implement a portfolio of international projects, coordinating, consolidating, and promoting French public and private expertise in VPH abroad;
  • Support the implementation of international standards as a Collaborating Center of the World Organisation for Animal Health (WOAH);
  • Develop an international training offer in VPH;
  • Support the creation and strengthening of continuing education systems in partner countries.

The France Vétérinaire International Partnership

To carry out its missions, the International Actions Department of ENSV-FVI relies on the public–private partnership France Vétérinaire International (FVI), which it coordinates. This network currently brings together 17 members and nearly 300 technical experts (veterinarians, veterinary technicians, agriculture and environment engineers (AE), etc.). Its diverse composition, combining institutional, scientific, and professional stakeholders, makes it possible to cover all subfields of Veterinary Public Health (VPH) and to respond to varied requests in different contexts and timelines.

This unique multi-stakeholder partnership model positions France as a key player in health diplomacy. It strengthens the capacities of developing countries in the prevention and control of animal diseases, while in return protecting national health and economic interests. As such, it represents a decisive asset in successfully responding to calls for projects from international donors.
